Harbor UX: user-generated topic pages

The topic pages as initially envisioned are editorial choices and supported with editorial services. 

But, in keeping with the idea of meeting user info needs, topic pages might also be situational: a weekly meeting agenda, a client, a region, a specific combination of issues. 

One approach would be to allow users to generate the page through a search with faceted results displayed in the topic page format. The user could edit the page accordingly (or would the same UX rules apply: everything in the content well comes from b.c or outside sources; user content resides in the right rail? That needs to be designed).
